This educational standard is one of the components of the system of state standards for Russian as a foreign language. In accordance with Article 7 of the Law on Education of the Russian Federation, it presents the minimum mandatory requirements for the elementary level of general knowledge of the Russian language. The educational standard underlies the Russian state system for testing citizens of foreign countries in the Russian language. It is intended for teachers, authors of textbooks, administration of universities and institutions of pre-university education, specialists in the field of international education.
